2nd European Development Days focuses on climate change

The second edition of "European Development Days" has opened on 7 November in Lisbon. Around 1000 decision-makers and stakeholders on development issues are set to attend the 3-day event. This year’s forum aims to focus on climate change issues and how to respond to the needs of vulnerable countries hit by the impacts of climate change. On this occasion, European Commissioner for Development and Humanitarian Aid Louis Michel recalled: "Nobody does more for developing countries than Europe. We are on track with scaling up development assistance; we are making it more effective together with the Member States."

Fight against terrorism: stepping up Europe’s capability

On 6 November, the Commission adopted a new package of proposals aimed at improving the EU’s capabilities in the fight against terrorism. The package contains a series of proposals dealing with the criminalization of terrorist training, recruitment and public provocation to commit terrorist offences, the prevention of the use of explosives by terrorists and the use of airline passenger information in law enforcement investigations.

Conclusions of the 9th Euro-Mediterranean Foreign Ministers Meeting

Ministers of Foreign Affairs of the Euro-Mediterranean Partnership met on 5-6 November 2007 in Lisbon. The meeting provided an opportunity to assess the progress made in the cooperation during 2007 and to agree on priorities for the year to come.

In a 21-page document, Ministers reaffirmed their commitment to pursue their efforts to realise the objectives set out 12 years ago: to establish a common area of peace and stability, to create an area of shared prosperity and to develop a partnership in social, cultural and human affairs. They welcomed the fact that, despite the prevailing tension in the Middle East, the Euro-Med partners have succeeded in maintaining a constructive dialogue covering many key issues, and stress the importance of the European Neighbourhood Policy.

EU Troika relations with Maghreb countries, a "model to follow"

"A political will now exists to resume direct dialogue between the EU and the Arab Maghreb countries in an attempt to reinforce multilateral action", Portuguese Foreign Minister Luís Amado said during a press conference following a Troika meeting between the EU and the Arab Maghreb Union (UMA) on 5 November in Lisbon. The main objective of this meeting was to stimulate the process of economic integration of the Arab Maghreb countries and to resume the direct dialogue process among these countries and the European Union. For Benita Ferrero-Waldner, European Commissioner for External Relations and ENP, the Maghreb countries are closer to the European Union and their relation with Europe is a model to follow. The bet is now on economic development, job creation and investment.

Commissioner Ferrero-Waldner in Rabat

Benita Ferrero-Waldner, European Commissioner with responsibility for external relations and neighbourhood policy was in Rabat on 7 November. She met the new Prime Minister, Mr Abbas El Fassi, and discussed with him the implementation of the decisions taken by the EU-Morocco Association Council on 23 July this year which opened the debate on the ‘advanced status’ requested by Morocco. In 2007 Morocco received a financial allocation of €190 million.

Benita Ferrero-Waldner hopeful of Middle East progress

For all its many achievements, "the Euro-Mediterranean partnership has not yet fulfilled its entire potential, Benita Ferrero-Waldner, Commissioner for External Relations and ENP, acknowledged in a speech to Euro-Mediterranean Foreign Ministers on 6 November. The main reason, she said, is what she called “the running sore of the Middle East conflict,” but she went on to state: “We are, I hope, on the brink of making progress towards settling this terrible longstanding conflict.”

The Commissioner listed the Euro-Mediterranean partnership’s successes, including moving closer to a Euro-Mediterranean Free Trade Area, the ratification of Association Agreements with all partners except one, the conclusion of European Neighbourhood Action Plans with all partners except two, agreement on a Euro-Mediterranean Code of Conduct on Countering Terrorism, the ‘Euromed and the Media’ initiative and the creation of the Anna Lindh Euro-Mediterranean Foundation for the Dialogue between Cultures. She also touched upon ideas such as that of French President Nicolas Sarkozy for a Euro-Mediterranean Union, saying that “they could add political momentum for regional cooperation and are welcome. The Commission should be fully associated and we are ready to cooperate.”

Ferrero-Waldner underlines the importance of Euro-Mediterranean energy cooperation

In a speech at the opening of the EU-Africa-Middle East Energy Conference in Sharm El Sheikh, Egypt on 1 November 2007, the European Commissioner for External Relations and ENP, Benita Ferrero-Waldner, stressed the role of the Euro-Mediterranean partnership in future energy relations. “We have developed comprehensive energy programmes in the framework of the Euromed process" she said, adding that “We are working with the countries of the Maghreb to promote the regional integration of their electricity markets. And we are working in the Mashreq region to enhance the gas sector’s security and infrastructure.” She also spoke of bilateral agreements with countries covered by the European Neighbourhood Policy. She finally touched on the issue of renewable energy sources.

Commissioner Verheugen discusses Palestinian business challenges

Günter Verheugen, European Commissioner for Enterprise and Industry, met Palestinian Prime Minister Salam Fayyad and Palestinian business representatives in Ramallah on 2 November to discuss the economic challenges facing Palestinian entrepreneurs. The meetings took place during Mr. Verheugen's visit to the region, which also included meetings in Israel and Jordan.

Javier Solana, EU High Representative for the Common Foreign and Security Policy (CFSP), voiced concern on 8 October about the latest developments in Georgia: “Political differences should be resolved within the democratic institutions. All sides should therefore resume the dialogue and refrain from actions that contribute to tensions.

EU statement on the sentencing of Eynulla Fatullayev in Azerbaijan

The Presidency expressed its concern on behalf of European Union following the sentencing of Eynulla Fatullayev, founder and editor in chief of the ''Eealniy Azerbaijan'' and ''Gundelik Azerbaycan'' newspapers to eight and a half years in prison for serious crimes against Azerbaijan. The European Union was convinced that the application of the penal code was inappropriate and the sentence completely disproportionate. Cases like this go against the commitment of Azerbaijan to support the freedoms of expression and opinion, issues that are essential to the setting up of the action plan agreed in November 2006 in the framework of the European Neighbourhood Policy and to the deepening of the partnership between Azerbaijan and the European Union.

 
 
 
€97 million for regional cooperation projects in the Mediterranean

The European Commission has earmarked over €97 million to fund regional projects in the Mediterranean under the 2007 budget. Actions will focus on peace, disaster prevention, investment promotion, support to the private sector, intercultural dialogue, gender equality and information and communication. This funding comes on top of the bilateral cooperation that the European Commission is implementing with the Euro-Mediterranean Partnership’s southern Members. The programmes to be financed are Partnership for Peace (€5 million), Disaster Prevention, Reduction and Management in the Mediterranean Region (€4.4 million), Investment Promotion (€9 million), Gender Equality and Civil Society (€8 million), Dialogue between Cultures and Cultural Heritage, (€17 million) and Information and Communication (€12 million). FEMIP, the Euro-Mediterranean Investment and Partnership Facility of the European Investment Bank will also receive €32 million, while a further €10 million will be available to ensure quick commitments on small actions and projects.

Working Party on Euro-Mediterranean Industrial Cooperation

The European Commission (EuropeAid Cooperation Office and DG Entreprise and Industry) organised its six-monthly Working Party on Euro-Mediterranean Industrial Cooperation in Brussels on 22 and 23 October 2007. The meeting was attended by over 80 representatives of the private and public sectors from the Mediterranean partner countries and by representatives of national and international business associations, international organizations, and EU Member States. The objective of the meeting was mainly to review the progress and to plan the next steps in implementing the 2007-2008 work programme on industrial cooperation.

Medibtikar annual conference in Cairo

Medibtikar, the Euromed Innovation and Technology programme, was holding its Annual Conference in Cairo on 7-8 November 2007. Delegates to the Conference discussed new ways of developing business opportunities through innovation, how international networking improves economic development, the Mediterranean partners’ national experiences in innovation, territorial strategies to promote innovation in non-innovative firms and the creation of a Euro-Mediterranean Industrial partnerships (EMIP) network.   Medibtikar, an EU-funded project aims to provide new and improved instruments to stimulate innovation at the firm and country levels.

Euromed documentaries and short films showcased in Cairo

A week of documentaries and short films by European and Arab directors got underway at the Ibdaa Creativity Center in Cairo on 4 November. The “Docu ‘n Short” festival is organised by the EU-funded Caravan of the Euro-Arab Cinema project which aims to promote cultural dialogue through cinema.

Israel joins EU competitiveness programme

Israel has become the first neighbouring country to join the Competitiveness and Innovation Programme (CIP) under which the European Commission promotes innovation, entrepreneurship and growth of small and medium-sized enterprises. Israel already participates in the EU’s Sixth Framework Programme which supports research and development activities.

FEMIP grants 5th loan for motorway network development in Morocco

FEMIP, the European Investment Bank’s dedicated Facility for Euro-Mediterranean Investment and Partnership, has granted its fifth loan to the company Autoroutes du Maroc. Worth €180 million, it will co-finance with the contributions of Arab lenders the construction of a 126 km section of motorway between Fez and Taza, thus completing the motorway crossing northern Morocco. The motorway is expected to play an important role in the economic, tourist and agricultural development of the country’s northern region.

FEMIP has been supporting the building of Morocco’s motorway network since 1995.

SMAP Clearing House puts User Manual online

The Clearing House of the Euro-Mediterranean Programme for the Environment (SMAP) has just made available an online User Manual to help visitors make the best possible use of the Clearing House portal.

The SMAP Clearing House is an information system focusing on environmental themes in the Mediterranean region. The EU-funded SMAP regional programme was set up with the objectives of reversing the trend of environmental degradation and contributing to the sustainable development of the Mediterranean region.

Ukraine: international conference on extradition

On 5-6 November, the Council of Europe and the European Commission held an international conference on extradition in Kyiv. The conference was conducted within the EU-funded Project on International Cooperation in Criminal Matters in Ukraine (UPIC). Participants, from ten countries, reviewed and discussed a number of issues related to extradition under the Council of Europe Convention on Extradition. The conference was also aimed at explaining to non-EU member states participants the European arrest warrant. It provided representatives of Ukraine's Interior and Justice Ministries and Prosecutor General's Office with opportunities to develop a network of contacts to improve implementation of the Convention and its Protocols.

Ukraine: conference on implementation of civic education

On 8 November, the EU-funded project ‘Civic Education Ukraine’ organized a one-day project conference together with the Kyiv City Education Department and Kyiv State Pedagogical University of Grinchenko on “Implementation of Civic Education and Up-bringing in Modern Schools”. Two publications will be produced after the conference.

Moldova: equipment for the Border Guard Service

The Republic of Moldova will receive equipment worth €730 000 in the framework of EC-funded project BOMMOLUK. On 24 October 2007 some equipment was already handed over to the Border Guard Service to improve the work of the Risk Analysis Department.

BOMMOLUK aims at improving management at the Moldovan-Ukrainian state border. The project is implemented by the EU Border Assistance Mission to Moldova and Ukraine who identified the needs for equipment together with the partner services.

Commissioner Ferrero-Waldner presents Med.2007 Yearbook

Benita Ferrero-Waldner, European Commissioner for External Relations and ENP was at the European Parliament on 8 November 2007, to present Med.2007, the latest edition of the Mediterranean Yearbook. Med.2007 is a joint publication of the European Institute of the Mediterranean (IEMed) and the Fundació CIDOB in Barcelona that analyses the outstanding events that have taken place in the Euro-Mediterranean region during the year. The Yearbook is published in Spanish, English and French editions.

EU Partnership for Peace: Call for Proposals

The European Commission has published an Open Call for Proposals (Reference: EuropeAid/126231/L/ACT/PS) under the EU Partnership for Peace programme which aims at strengthening civil society actions in peace building and conflict transformation in the Middle East. It focuses on initiatives which are likely to have an impact on people’s everyday lives through practical actions.

The European Neighbourhood Partnership Instrument - ENPI
The European Union provides financial support to its eastern neighbours and those along the southern and eastern shores of the Mediterranean through the European Neighbourhood Partnership Instrument launched in January 2007. This instrument, within the European Neighbourhood Policy, promotes enhanced cooperation and progressive economic integration between the EU and its partner countries and builds on common values. The countries covered by the ENPI are: Algeria, Armenia, Azerbaijan, Belarus, Egypt, Georgia, Israel, Jordan, Lebanon, Libya, Moldova, Morocco, the Palestinian Authority, Russia, Syria, Tunisia and Ukraine.
