Series of meetings in the margin of the United Nations General Assembly

The President of the European Council, Nicolas Sarkozy, gave the opening address at the United Nations General Assembly (UNGA) on behalf of the European Union on 23 September. This 63rd session witnessed a period of high-level diplomatic activity, particularly during the week of ministerial meetings. On 23 and 24 September, there was a meeting with the Russian and American foreign affairs ministers respectively which touched upon the Middle East and Georgia. The EU representatives also participated to the Middle East Quartet meeting on 26 September.

Energy Security and EU Foreign Policy

'The events in the Caucasus have brought home that the so-called 'frozen conflicts' can directly affect our energy security. I believe we are at a crucial moment in the development of a European Common Energy Policy' said Benita Ferrero-Waldner, European Commissioner for External Relations and ENP during a speech hold in New York on 24 September. She declared that the European Council has enjoined the Commission to review all energy security initiatives, in particular on diversification of sources and supply routes.

EU ministers discuss immigration and asylum

The Justice and Home Affairs Council of 25 September 2008 focused on the common immigration and asylum policy. This Council was essentially dedicated to final discussions on the European pact on immigration and asylum with a view to reaching a political agreement on the text presented by the French Presidency. The Council also examined the draft directive on the admission of highly-qualified migrants to the EU.

EU concerned with the human rights situation in Syria

The EU has expressed its concern with the situation regarding human rights and fundamental freedoms in Syria, in a written statement released by the French EU Council Presidency. The EU condemns the arbitrary arrests carried out recently, it says it is deeply troubled by the restrictions on freedom of expression and calls on Damascus to abide by the international commitments it freely entered into.

Javier Solana speaks on the situation in Israel and the Occupied Palestinian Territory

'Security cooperation between Israel and the Palestinian Authority (PA) in areas like Jenin and Nablus has increased and is bearing fruit,” EU High Representative for the Common Foreign and Security Policy, Javier Solana, said in his address to the Ad Hoc Liaison Committee meeting on assistance to the Palestinian Authority, held on the sidelines of the New York General Assembly ministerial week. The EU official noted that “for the economy to recover and develop, access and movement is essential. The situation regarding settlement activity must also change.'

Commission recommends the negotiation of Visa Facilitation and Readmission Agreements with Georgia

On 25 September, the Commission recommended that the Council open negotiations on agreements to facilitate the procedures for issuing short-stay visas and on readmission between the European Community and Georgia. The Commission is proposing to the Member States a list of facilitations which relate to the simplification of documentary evidence to be submitted in support of the visa application, issuing multiple-entry visas with a long period of validity, waiving/reducing the handling fees for specific categories to be defined, setting deadlines for processing visa applications, as well as a possible exemption from the visa obligation for holders of diplomatic passports.

 
 

EU supports the revitalization of the Palestinian economy

The EU has provided a further €4.7 million to support the payment of the Palestinian Authority's arrears to the private sector, bringing its contribution to this programme to a total of over €24 million in 2008. Through the European mechanism PEGASE, the EU has therefore made a rapid injection of funds into the Palestinian economy, providing immediate financial relief to the private sector.

Syrian Minister of Industry holds discussions with Medibtikar programme team

Following a meeting with Dr. Fouad Eissa El Gouni, Syrian Minister of Industry, the Medibtikar team, announced its intention to carry out a range of activities in the country including a study on the infrastructure of innovation in Syria.  Financed by the Regional Programme with €7.25 million, Medibtikar offers the Partner Countries new and improved instruments to stimulate innovation in private and public enterprises and encourages networking.

Four 'Arab Films Weeks” in October

Four film weeks will take place in October respectively in Fameck, France (8 – 19/10), Cork, Ireland (12 – 19/10), Beirut, Lebanon (17 – 26/10) and Barcelona, Spain (23 – 26/10). A selection of recent Arab MEDA films, features and documentaries will be presented. These are the final activities of Med-Screen project, an EU funded project which aims to promote the cinema of the 8 Arab countries in the MEDA region.

“Women at Work” in the Southern Mediterranean Region

Despite the significant strides made in the past decades in women’s education in the Southern Mediterranean region, women’s share in paid work and entrepreneurship still leaves much to be desired, according to the Role of Women in Economic Life (RWEL) EU-funded programme. The programme deals with the issue in its second thematic newsletter titled “Women at Work”. It examines the challenges facing women’s employment and micro-entrepreneurship in the region, through a diverse set of contributions and resources. RWEL aims at facilitating and expanding opportunities for women’s economic participation.

SMAP environment programme offers new information online

The EU-funded programme for the environment, SMAP, is providing new information online which includes up-to-the-minute environmental news as well as the SMAP Review, with dozens of new environment-related articles every month selected from newspapers and websites across the Mediterranean region. The information has also been enriched, with a focus on activities to promote Sustainable Development in policymaking. Finally, a whole new section, the SMAP LEARNING CENTRE, is available.

The SMAP Regional Programme was set up with the objectives of reversing the trend of environmental degradation and contributing to the sustainable development of the Mediterranean region.

Euromed Heritage IV website launched

The new EU-funded Euromed Heritage IV Programme now has its website, in English, French and Arabic, with information on activities undertaken and its projects. The main objective of Euromed Heritage IV will be to facilitate the appropriation of cultural heritage by populations themselves and to favour the access to education and knowledge of cultural heritage. A budget of €13.5 million was allocated for this purpose.

EU and Ukraine launch a €6 million project to support regional policy planning and to fund local infrastructure

On 22 September, the EU-funded project 'Support to Sustainable Regional Development in Ukraine' was launched in Ukraine. The €6 million project aims to support Ukrainian authorities in upgrading regional development policy and strengthening the effective management of regional growth. This four-year project aims to help develop a comprehensive regional policy. It also intends to design adequate instruments for regional development, build capacities and provide mechanisms for the implementation of strategically identified actions.

Ukraine: opening of an EU-funded accommodation centre

On 12 September, the Ministry of Internal Affairs of Ukraine in partnership with the European Commission officially opened a Migrant Accommodation Centre in Zhuravychi, Volyn Oblast. The new accommodation facility for migrants was refurbished and fitted with furniture, computing equipment in order to increase the standard of irregular migrants’ stay in Ukraine. EU-compliant training and study tours to EU Member States, focusing on protection of migrants’ human rights, were provided to the personnel of the Ministry of Internal Affairs. These activities were one component of the €7.2 million EC-funded project titled “Capacity Building of Migration Management: Ukraine”.

 
 

Sakharov Prize 2008: three finalists chosen

Alexandr Kozulin, Former presidential candidate in Belarus, is one of the three finalists for this year's Sakharov Prize for Freedom of Thought, the European Parliament's award for human rights and democracy campaigners.  According to the nomination, 'Aleksandr Kozulin has shown great courage to withstand the regime's actions and to fight for freedom of thought and expression and basic civil rights. In 2006, during the presidential campaign, he was beaten several times, detained and finally sentenced to five and a half years of imprisonment'.The winner will be chosen in mid-October.

    The European Union provides financial support to its eastern neighbours and those along the southern and eastern shores of the Mediterranean through the European Neighbourhood Partnership Instrument launched in January 2007. This instrument, within the European Neighbourhood Policy, promotes enhanced cooperation and progressive economic integration between the EU and its partner countries and builds on common values. The countries covered by the ENPI are: Algeria, Armenia, Azerbaijan, Belarus, Egypt, Georgia, Israel, Jordan, Lebanon, Libya, Moldova, Morocco, the Palestinian Authority, Russia, Syria, Tunisia and Ukraine.
