They pursue their work despite the risks for themselves and sometimes their families. They are indispensable allies in our joint efforts to support democratic change and to improve the human rights' record around the globe,” said EU Commissioner for External Relations and ENP, Benita Ferrero-Waldner opening a major conference organised by the European Commission, the European Parliament and the UN for the anniversary of the Universal Declaration of human rights, on 7-8 October in Brussels. Press release Strengthening the EU’s Comprehensive migration policy - new EC initiatives “The Commission believes that a comprehensive migration policy that incorporates the interests of the Member States, partner countries and the migrants themselves is needed and feasible. With the three documents presented today, the Commission already puts on the table concrete proposals for the follow-up and thorough implementation 'said Vice-President Jacques Barrot, Commissioner responsible for Freedom, Security and Justice. The European Commission has just adopted new initiatives to reinforce the EU's comprehensive approach to migration. This includes a Communication on 'Strengthening the global approach to migration: increasing coordination, coherence and synergies', a Report to the 2008 Ministerial Conference on Integration on 'Strengthening actions and tools to meet integration challenges' and a Communication reporting on the application of Directive 2003/86 on the right to family reunification. Press release |  | |  |  | Euro-Med Finance Ministers move forward on specific projects Meeting in Luxembourg last week, the Euro-Mediterranean finance ministers have moved forward on the financing of specific projects under the “Barcelona Process: Union for the Mediterranean”. They particularly emphasised the role played by the Facility for Euro-Mediterranean Investment and Partnership (FEMIP) in three of the projects promoted under this process: the de-pollution of the Mediterranean, the motorways of the sea and the Mediterranean solar plan. The ministers also supported the idea to implement the Mediterranean Business Development Initiative. Press release Euro-Mediterranean parliamentarians meet in Jordan The Euro-Mediterranean Parliamentary Assembly (EMPA) Committee on Political Affairs, Security and Human Rights will be meeting in Jordan on 11 October. It will be followed by an extraordinary session of the EMPA plenary on 12-13 October. During the Committee meeting, parliamentarians will exchange views on the report of the Political Committee “The Middle East Peace Process” proposed by its bureau. The extraordinary plenary will discuss the role of the EMPA as the parliamentary dimension to the Union for the Mediterranean and the Middle East Peace Process. EMPA website |  | |  |  | Russian forces start their final withdrawal On 8 October, Russian forces started their final withdrawal from the areas adjacent to South Ossetia and Abkhazia in Georgia. On this occasion, Javier Solana, EU High Representative for the Common Foreign and Security Policy (CFSP), said that the co-operation with the Russian commanders was constructive and expressed his satisfaction with the evolution of the situation. http://www.consilium.europa.eu/ueDocs/cms_Data/docs/pressData/en/declarations/103229.pdf Solana on the Georgian crisis Javier Solana, EU High Representative for CFSP, was invited to speak at a conference on 'National Interests and European Foreign Policy' in Berlin on 7 October. On Georgia, he said: 'The initiatives taken by the European Union, under the leadership of the French Presidency, were key to preventing further dangerous escalation. It is too early for final judgements at this stage. But over the last two months the EU has been crucial to establishing a path through the crisis, and providing the means, with the EU Monitoring Mission to doing so'. http://www.consilium.europa.eu/ueDocs/cms_Data/docs/pressData/en/discours/103221.pdf Belarus: European Parliament says elections fell short of international standards In resolution on Belarus on adopted 9 October, Members of the European Parliament expressed their disappointment regarding the 28 September parliamentary elections which fell short of international standards. The House called on the Council and the Commission to continue the dialogue with and devise a policy vis-à-vis Belarus, subject to strict positive conditionality based on a gradual step-by-step approach, equipped with benchmarks, timetables, a revision clause and adequate financial resources. The experts' group meeting of the Euro-Mediterranean energy forum met in Brussels, 7 October 2008 to discuss the 2008-2013 Priority Action Plan for Energy Cooperation. Other topics included: sustainable development of the energy sector and the developments in energy interconnections and infrastructure projects of common interest in the region. The state of play of the cooperation in the area of markets' integration and regulatory harmonization was also presented Euromed Audiovisual Programme ending with a final regional conference The second and final regional conference of the Euromed Audiovisual II Programme, which comes to an end in December 2008, will be held on 10-11 November 2008 in Cairo. The achievements of the 12 projects funded by the Programme since its launch in 2006 will be discussed, experiences and achievements summed up and the future prospects examined. Some 150 people will participate, including political figures, representatives of various national audiovisual authorities, beneficiaries of the Programme, project representatives, cinema professionals and the media. The €15 million (MEDA funded) Euromed Audiovisual II Programme enhances the audiovisual and cinema sectors in Mediterranean Partner Countries, thus promoting cooperation and mutual understanding with the EU. Press release The Caravan returns to the Netherlands with 19 screenings of recent Arab films From 2 to 12 October 2008, the Caravan of the Euro-Arab cinema, the promotional project supported by the EU-funded Euromed Audiovisual programme, will return to the Netherlands with a showcase of recent Arab films produced between 2007 and 2008. EuroMeSCo is a network of independent research institutes and university centres dedicated to the analysis of Euro-Mediterranean issues. |  | |  |  | EU launches new twinning project with Ukrainian police On 6 October, the EU-funded Twinning Project: 'Introduction and Development of Quality Management within the Ukrainian Police' was launched. The project has a value of €2 million and the twinning counterpart is the Ministry of Interior of the French Republic. The project will run until 2010 and will assist structural and police-specific reforms of the Ukrainian Ministry of Interior. It will also convey European knowledge and procedures of better recruiting, training and disciplining of police and interior troops personnel in Ukraine. http://www.delukr.ec.europa.eu/files/pages/46569/4.pdf Ukraine: support to young Roma people A project aimed to provide assistance to unemployed, disabled and young Roma people in Zakarpattya region will end at the end of the year. As a result, 82 unemployed persons have successfully completed IT training courses; 72 persons have completed basic computer courses. Over 3,000 citizens received free legal, psychological and social consultations. The project also supported the establishment of the “Accord” network consisting of 20 NGOs from Western Ukraine. http://www.delukr.ec.europa.eu/files/pages/46569/4.pdf Promotion of European Standards in the Ukrainian Media Environment A new project will help improve Ukrainian media legislation and harmonize it with the EU media law, enhance quality and standards of Ukrainian journalism and promote dialogue between civil society and local governance.
