Benita Ferrero-Waldner on the ENP

'The ENP has already expanded our co-operation and produced tangible successes' said Benita Ferrero-Waldner, European Commissioner for External Relations and European Neighbourhood Policy in a speech in New York on 24 September 2007. She added: 'Throughout that region we are leveraging the EU’s attractive power to deepen our relations and encourage our neighbours in their path towards economic and political reform. We do that by offering deeper political and economic relations with us to those who make the most progress in reforms. We know reform is expensive and we need to make significant incentives available'. She then gave some details on some of the areas where the cooperation will be deepened such as economic integration, mobility and energy.

European Parliament Committee voted to double Frontex budget

The European Parliament's Budgets Committee voted on 3 October, in favour of a €30 million increase in the 2008 budget for the EU Frontex agency for operational purposes, including missions in the Mediterranean. The Frontex budget for next year will effectively be doubled. However, the Committee voted to freeze one third of the agency's administrative budget until it improves its accountability and effectiveness.

Commissioner Ferrero-Waldner ‘cautiously optimistic’ about Middle East Peace Process

The EU Commissioner for External Relations and the ENP, Benita Ferrero-Waldner, has expressed cautious optimism about the chances of improving the situation in the Middle East in a speech pronounced in New York on 28 September.  She referred to the EU’s “vital role of providing a lifeline to the Palestinian people through social security payments and essential supplies for hospitals and schools”. She described the Temporary International Mechanism as “a godsend for the Palestinian people.”

The Commissioner also noted how the EU and the US have been working closely together in dealing with the continuing difficulties in Lebanon.

Portuguese and Tunisian Foreign Ministers meet

The Portuguese Minister of State and Foreign Affairs, Luís Amado, met with his Tunisian counterpart, Abdelwahab Abdallah, on 3 October. Bilateral relations in the political, economic and cultural spheres, EU-Tunisia relations, relations between the EU and Maghreb countries and regional issues such as the Middle East Peace Process are among the issues discussed.

EU Presidency Statement concerning the travel ban on Mr Riyad Seif

The EU's Presidency is deeply concerned about the situation of Mr Riyad Seif, former Member of Parliament and prisoner of conscience, who is banned by the Syrian authorities from travelling abroad. Mr Seif faces a serious health condition and is in need of urgent medical care. The Presidency urged the Syrian authorities to allow Mr Seif to receive suitable medical treatment in a country of his choice, in accordance with international law.

European Parliament to debate humanitarian conditions in the Gaza Strip

Following the report of the Delegation of the Development Committee on the humanitarian situation in the Gaza Strip, the European Parliament has decided to schedule a debate on the issue with the Commission and the Council during the next plenary session, on 10-11 October. The debate will be followed by the adoption of a resolution recommending to the Council and the Commission as to the strategy and next steps in implementing EU policy towards this humanitarian emergency in the Gaza Strip.

Ukraine: Barroso welcomed the strong commitment with democracy

Following the parliamentary elections held in Ukraine on the 30 September, the President of the European Commission, José Manuel Barroso said: 'I want to pay tribute to the sense of responsibility and strong commitment to democracy shown by the Ukrainian population who massively took part in this important election. The parliamentary elections were conducted in an overall transparent and fair way, as assessed by international observers. This development should pave the way for the establishment of a new Government that could resume the reform process very soon and meet the high expectations of the Ukrainian people.'

Ukraine: International Election Observation Mission for the Pre-term Parliamentary Elections

Having taken note of the preliminary conclusions of the International Election Observation Mission for the 30 September pre-term parliamentary elections in Ukraine, the EU Presidency welcomed the fact that the elections were conducted mostly in line with international commitments and standards for democratic elections confirming an open and competitive environment for the conduct of election processes. However, the Presidency noted the concerns identified by the International Election Observation Mission, including the poor quality of voter lists and underlined the need to further strengthen the electoral and constitutional framework in order to consolidate the democratic process in Ukraine. The Presidency called upon all parties to respect the results of the elections and urged parties to engage in constructive talks in order to establish swiftly a government.

Ministerial Meeting on Migration

The 5th EuroMed Experts Senior Officials meeting on Migration will be held on 9 October 2007 in Brussels. On the agenda is the preparation of the First Euro-Mediterranean Ministerial Meeting on Migration (Algarve, 18-19 November 2007).

 

7th EuroMed Youth Meeting

On 4 – 5 October, representatives of key organisations working in the Euro-Mediterranean youth sector gather in Marrakech, Morocco to discuss about the implementation of the third phase of the EuroMed Youth Programme. Participants include the national agencies of the European “Youth in Action” Programme, EuroMed Youth Units established in the Mediterranean Partner Countries for the implementation of the EuroMed Youth III Programme, the EuroMed Youth Platform, the EuroMed Youth Parliament and the Arab League. 

Euromed Youth III is the only EU-funded regional programme supporting common youth activities of NGOS from European Union and its 10 Mediterranean Partner Countries.

EU funds new Lebanese Agro-Food Institute

The Agro-Food Institute of Qab Elias, Lebanon, will open its doors in part thanks to a €5 million grant from the European Union for the purchase of advanced laboratory and food-processing equipment and for technical assistance. In response to a need for middle-professionals in the agro-food industry, the Institute will train up to 1,000 students on a Technical Baccalaureate course in agro-food industry studies. The resulting diploma will enable future professionals in the agro-food sector to work in the Arab countries as well as in the European Union.

The project is the first example of cooperation between the European Commission and Lebanon’s Ministry of Education in the field of technical and vocational education.

Anna Lindh Foundation prepares for ‘1001 Actions’ campaign

In the countdown to 2008, the EU Year of Intercultural Dialogue, the Anna Lindh Foundation is preparing to launch a major international campaign entitled “1001 Actions for Dialogue.” Building on the Foundation’s unique role as a network of thirty-seven national networks of civil society organisations, the “1001 Actions” campaign intends to mobilise individuals and groups across the region to implement activities under a common banner for the promotion of dialogue.

The Anna Lindh Foundation for the Dialogue Between Cultures works on bringing people and organisations from both shores of the Mediterranean closer to one another.

Med filmmakers to pitch Greenhouse documentary projects

Documentary filmmaker/producer teams participating in the EU-funded Greenhouse project will meet in Istanbul, Turkey on 7 October to present their projects in a pitching forum to a group of international professionals, representatives of film funds, commissioning editors from European TV channels and distributors. This is the third and final meeting of Greenhouse’s 2007 activities.

The Greenhouse project, which is part of the Euromed Audiovisual II regional programme, aims to raise the level of documentary filmmaking from mere television reportage to creative documentaries with a potential for theatrical release and exposure at major film festivals such as Cannes, Venice and Berlin.

Baku initiative on transport - Civil aviation working group

In the framework of the so-called 'Baku initiative' on transport cooperation between the EU, the Black Sea/Caspian littoral States and their neighbours, the second Expert Working Group session on aviation will take place in Chisinau (Moldova) on 22 October. The meeting will focus on the recent developments of the EC external aviation policy and the Common Aviation Area initiative. Regional cooperation in the field of air safety and security and air traffic management will be discussed, in parallel with the presentation of the new €2,5 million TRACECA project on Training of air transport control staff in South Ring States (Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan and Uzbekistan).

Support to Ukrainian Insurance Sector

On 27-28 September, the TACIS Project “Support to Ukrainian Insurance Sector” organized a presentation on insurance intermediaries in Ukraine. The presentation gave an overview of the stay of play in this field in Ukraine and provided specific recommendations to the Ukraine's law on insurance to reflect European practices and the European Directive on Insurance Mediation which is currently being implemented into national legislations of EU member states. The event was attended by almost 20 representatives of Ukraine's public and private sector dealing with insurance issues.

Ukraine: Small and Medium Enterprise Survey

In late September the EU-funded project “Ukraine: Small and Medium Enterprise Support Services in Priority Regions” publicized its third Ukrainian SME Analytical Update, examining the main features and characteristics of Ukrainian SMEs active in the following sectors: construction, trade, hotel and restaurants, transportation and logistics and services in the legal and real estate sphere. The Update provides the following conclusions: 1) relative economic importance of SMEs is higher in rural areas of Ukraine than in urban centres; 2) fundamental changes, especially by endorsing a more restrict regulatory framework, may become a threat for the development of the SME sector as a whole; and 3) the majority of micro SMEs operating in the trade structure buy and subsequently sell mainly locally-produced products and are key for the economic benefit of local producers.

Belarus: immigration control

On 24-28 September the EU/UNDP Programme on Enhancing the System of Immigration Control at the State Border of the Republic of Belarus (BOBMEL) sent 12 Belarusian border officers on a visit to France to study the organization and implementation of border control in EU Member States. The study visit focused on the use and legal aspects of the biometric control system and computer-aided systems in the French border control service.

Georgia: Potato Demonstration Day in Akhalkalaki

A potato field day, organized by Mercy Corps and the Ministry of Agriculture is taking place in Akhalkalaki (Georgia) on 5 October to demonstrate successful new potato farming techniques carried out by Javakheti farmers.

The purpose of the Field Day is to demonstrate the state of the art agricultural equipment, technologies and new potato varieties being tested by the program in partnership with Akhalkalaki Rural Service Centre and Javakheti farmers. The programme, Akhalkalaki Social and Marketing Linkages, is funded by the European Union.

ERRATUM

 

The EU called upon Israel to lift sanctions against Gaza strip 

EU's High representative for foreign and security policy, Javier Solana urged Israel to review its decision to impose sanctions against the Gaza Strip. This decision could result in a reduction of electricity and gas supplies. The European Union has disagreed with the decision of Israel to declare the Gaza Strip 'hostile territory'.

The European Neighbourhood Partnership Instrument - ENPI
The European Union provides financial support to its eastern neighbours and those along the southern and eastern shores of the Mediterranean through the European Neighbourhood Partnership Instrument launched in January 2007. This instrument, within the European Neighbourhood Policy, promotes enhanced cooperation and progressive economic integration between the EU and its partner countries and builds on common values. The countries covered by the ENPI are: Algeria, Armenia, Azerbaijan, Belarus, Egypt, Georgia, Israel, Jordan, Lebanon, Libya, Moldova, Morocco, the Palestinian Authority, Russia, Syria, Tunisia and Ukraine.
